Ugbad Nour Abdilahi is a Somali public-sector reform strategist and peace advocate dedicated to advancing governance, justice, and inclusive development. She currently serves as the Strategic Planning Advisor at the Ministry of Justice and Constitutional Affairs of Somalia, leading strategic frameworks, institutional reforms, and performance initiatives that strengthen accountability and justice delivery.
Previously, she served as Director of Communication and Outreach within the same ministry, where she enhanced transparency and citizen engagement in national reforms. Beyond government, Ugbad is the programs advisor at the Somali Women Peace, Security and Development Centre (SWPSC)—a national platform championing women’s leadership in peacebuilding, governance, and resilience. Under her leadership, the centre has organized nationwide dialogues, policy advocacy efforts, and capacity-building programs empowering women and youth as agents of change.
Regionally, Ugbad is the Deputy Chairperson of the IGAD Youth Forum for Peace, representing Somali youth in regional peace, climate, and security dialogues across the Horn of Africa. She also directs Horn Associates Consulting Firm, focusing on governance reform, institutional development, and strategic planning for public and private institutions.
Ugbad’s leadership integrates policy expertise with grassroots action. Her work bridges government, civil society, and regional networks—aligning national peace efforts with global objectives such as the Women, Peace and Security Agenda and the UN Sustainable Development Goals. Through her vision and collaborative leadership, she continues to champion dialogue, inclusion, and sustainable peace across Somalia and the broader region.
